Important Guidelines

For Entity (with CR), the CR Number and branch must be entered using this format xxxxxxx-xx.
In the permit details, please state why you need the selected permit which should be based on your organization business and activities.
In the requested authorization letter in the attachments, please note that the letter must include the following:
1. Organization Letterhead.
2. Details of authorized person who will be using the CMIS system (Name, CPR, Designation, Mobile Number, Telephone Number and Email Address).
3. Signature of organization owner or legal authorized signatory and organization stamp.
4. Mobile number of owner or legal authorized signatory.
In the Copy of CPR in the attachments, please attach clear CPR copy from both sides for the authorized person who will be using the CMIS system.

2. تفاصيل الشخص المرخص له باستخدام نظام CMIS (الاسم، ورقم الهوية، والمسمى الوظيفي، ورقم الموبايل، ورقم الهاتف، والبريد الإلكتروني)
3. توقيع صاحب الشركة أو المفوض قانونياً بالتوقيع مع ختم الشركة.
4. رقم الموبايل لصاحب الشركة أو المفوض قانونيا بالتوقيع.
في المرفقات، يرجى إرفاق نسخة واضحة من البطاقة الذكية من الجهتين للشخص المرخص له باستخدام نظام CMIS.

I, the undersigned, pledge to abide by Law No. 7 (2022) w.r.t. the environment, the executive list, and its related bylaws, and to abide by the below requirements. In case of violation, the Supreme Council for Environment has the right to take legal actions including cessation of the licensed activities:	أتعهد أنا الموقع أدناه الالتزام بالقانون رقم 7 لسنة 2022م بشأن البيئة واللائحة التنفيذية والقرارات الوزارية المنفذة له، وبالالتزام بالاشتراطات التالية، وفي حال المخالفة يحق للجهاز التنفيذي للمجلس الأعلى للبيئة اتخاذ الإجراءات القانونية المناسبة بما في ذلك إيقاف العمل بالمنشأة من خلال التنسيق مع الجهات المعنية:
Commitment to the privacy of the username and password given to the company to use the E-licensing system (Chemical) and avoid sharing it with non-specialists inside or outside the company.	الالتزام بخصوصية اسم المستخدم وكلمة السر الممنوحة للمنشأة لاستخدام نظام الترخيص الالكتروني (كيمياء)، وعدم مشاركتها مع غير المختصين من داخل أو خارج المنشأة.
Compliance with Ministerial Order No. (3) of 2005 w.r.t. Environmental Requirements and Standards in Work Sites.	الالتزام بالقرار الوزاري رقم (3) لسنة 2005 بشأن الاشتراطات والمعايير البيئية في أماكن العمل.
Compliance with Ministerial Order No. (5) of 2005 w.r.t. Environmental Conditions required in Service Activities Sites.	الالتزام بالقرار الوزاري رقم (5) لسنة 2005 بشأن الشروط البيئية اللازم توافرها في مواقع الأنشطة الخدمية.
Compliance with Ministerial Order No. (7) of 2002 w.r.t. Control on Import & Use of banned & Severely Restricted Chemicals.	الالتزام بالقرار الوزاري رقم (7) لسنة 2002 بشأن التحكم في استيراد واستخدام المواد الكيميائية المقيدة والمحظورة بشدة.
Compliance with Ministerial Order No. (3) of 2006 w.r.t. Management of Hazardous Waste.	الالتزام بالقرار الوزاري رقم (3) لسنة 2006 بشأن إدارة المخلفات الخطرة وتعديلاته.
Compliance with Ministerial Order No. (4) of 2006 w.r.t. Management of Hazardous Chemicals.	الالتزام بالقرار الوزاري رقم (4) لسنة 2006 بشأن إدارة المواد الكيميائية الخطرة.
Compliance with Ministerial Order No. (1) of 2020 w.r.t. Management of Refrigerants, Refrigeration and Air-Conditioning Units.	الالتزام بالقرار الوزاري رقم (1) لسنة 2020 بشأن إدارة وسائط التبريد ووحدات التبريد ووحدات التكييف.
Compliance with Ministerial Order No. (2) of 2020 w.r.t. Fees for Licenses of Refrigerants, Refrigeration and Air-Conditioning Units.	الالتزام بالقرار الوزاري رقم (2) لسنة 2020 بشأن تحديد رسوم تراخيص وسائط التبريد ووحدات التكييف.
Compliance with Ministerial Order No. (4) of 2021 w.r.t. Fees for Licenses and Services Provided by Supreme Council for Environment.	الالتزام بالقرار الوزاري رقم (4) لسنة 2021 بشأن تحديد فِئات الرسوم المستحقة عن التراخيص والخدمات التي يقدمها المجلس الأعلى للبيئة.
Commitment to obtain written pre-approval from all related authorities including Supreme Council for Environment when practicing the activity (or activities) or when wanting to update /change any activity or add new activities.	الالتزام بالحصول على الموافقة الكتابية المسبقة من كافة الجهات المعنية بما فيها الجهاز التنفيذي للمجلس الأعلى للبيئة عند الرغبة في مزاولة النشاط (أو الأنشطة) التي تتطلب ترخيصا من المجلس الأعلى للبيئة أو عند الرغبة بأية تحديثات أو أية إضافات جديدة على نشاط المنشأة أو عند الرغبة بتغيير نشاط المنشأة.
Commitment to obtain the Environmental Licensing Section approval when changing commercial address.	الالتزام بأخذ الموافقة اللازمة من قسم التراخيص البيئية في حال تغيير العنوان.
To import, sell or use chemicals, or import, sell or use refrigerants, or import or install/maintain refrigeration and air-conditioning units (and spare parts), a pre-approval from SCE must be obtained.	في حالة الرغبة في استيراد أو بيع أو استخدام مواد ومنتجات كيميائية، أو استيراد، أو بيع، أو استخدام وسائط تبريد، أو استيراد، أو تركيب، أو صيانة وحدات التبريد والتكييف (وملاحقاتها)، يجب أخذ الترخيص المسبق من قسم إدارة المواد الكيميائية الخطرة بإدارة الرقابة وحماية البيئة.
Printed and hardcopy documents are not accepted. Company must apply through the E-Licensing system only.	لا يتم قبول المستندات المطبوعة والورقية. يجب على الشركة التقديم إلكترونياً من خلال النظام فقط.
Commitment to notify the SCE and the Hazardous Chemicals Management Dept. before sale and trading in chemicals to ensure it is registered in the E-Licensing System.	الالتزام بإشعار إدارة الرقابة وحماية البيئة بالجهاز التنفيذي للمجلس الأعلى للبيئة قبل البدء بتداول المواد الكيميائية، وذلك للتحقق من تسجيله ضمن البرنامج الرقابي الإلكتروني.
When applying to chemical importation permit, the original Material Safety Data Sheet must be provided and must contain 100% of the chemical composition as well as all CAS Numbers.	في حالة تقديم طلب لاستيراد مواد ومنتجات كيميائية، يجب توفير لائحة السلامة الكيميائية الأصلية ويجب أن تحتوي على 100% من التركيب الكيميائي مع رقم المستخلص الكيميائي لكل مادة.
If chemical compositions for requested product are not 100% in submitted application and Material Safety Data Sheet (MSDS), the importer must provide Official Declaration from Manufacturer, stamped, and signed, showing 100% chemical composition for the requested product with its CAS Numbers.	إذا لم يكن التركيب الكيميائي للمنتج المطلوب 100% في الطلب المقدم وفي لائحة السلامة الكيميائية (MSDS)، فيجب على المستورد تقديم رسالة رسمية من الشركة المصنعة بختم وتوقيع رسمي، يوضح التركيب الكيميائي 100% للمنتج المطلوب مع رقم المستخلص الكيميائي لكل مادة.
If chemical compositions for the requested products are confidential, the manufacturer may send the confidential information to SCE directly through E-licensing System, where it will be treated as strictly confidential, not to be shared with any third party.	إذا كان التركيب الكيميائي للمنتجات المطلوبة سرية، يجوز للشركة المصنعة إرسال المعلومات السرية إلى المجلس مباشرة من خلال نظام الترخيص الإلكتروني، حيث سيتم التعامل معها بسرية تامة، ولن يتم مشاركتها مع أي طرف ثالث.
Commitment to register all codes, numbers, colors, grades separately when importing inks, paints, and similar items. General names based on brand will not be accepted.	في حالة استيراد الأصباغ أو الأحبار ومن في حكمها، يجب الالتزام بتسجيل جميع الأرقام والرموز التابعة للمنتج ولن يتم قبول أي طلب يحتوي على اسم عام دون تفصيل.
Commitment to provide an invoice where the product name must be exactly identical to the product name in the permission given by SCE, and invoice must be in English language only.	الالتزام بمطابقة اسم المنتجات في الترخيص البيئي المعطى من قبل المجلس بالفاتورة التي تحتوي على أسماء المنتجات المستوردة والتي يجب أن تكون باللغة الإنجليزية فقط.
Importation of banned and restricted chemicals is limited to laboratories for analysis purposes and in limited quantities provided, obtaining pre-approval from SCE. Importers and users must fill the required form through the E-licensing system for each shipment and/or purchase request.	استيراد واستخدام المواد المحظورة والمقيدة بشدة مصرح بشكل استثنائي للمختبرات لأغراض التحليل الكيميائي وبنسب محدودة شريطة أخذ الموافقة المسبقة من المجلس. كما يجب على المستورد والمستخدم ملء الاستمارة المخصصة بذلك عبر نظام الترخيص الإلكتروني لكل شحنة أو طلب شراء من السوق المحلي.
Using restricted chemicals is limited to closed-system processes and it requires approval from SCE.	يقتصر استخدام المواد المقيدة بشدة على عمليات ذات نظام مغلق ويتطلب ذلك أخذ الموافقة المسبقة من المجلس.
Following products are not controlled by SCE thus, no application is required to be submitted for them, which are: Detergents, cosmetics, aromatic finished products (perfumes), drugs, pesticides, fertilizers, sterilizers and hand sanitizers, oils, cars cleaning and shine wax. Exemption applicable to the raw materials of above products.	المنتجات التالية غير خاضعة لرقابة المجلس، ولا يتطلب تقديم طلبات لها وهي: المنظفات ومستحضرات التجميل والمنتجات العطرية النهائية (العطور) والأدوية والمبيدات والأسمدة والمعقمات ومعقمات الأيدي والزيوت وتنظيف السيارات وشمع التلميع. ويستثنى من ذلك المواد الأولية لتلك المنتجات.
Any company that installs, maintains, and handles Air Conditioning and Refrigeration Units must be registered, following the minimum requirements stated in Ministerial Order No. 1 for the year 2020 with respect to Refrigerants, Air Conditioning and Refrigeration Units Management.	على أي منشأة تقوم بتركيب وصيانة وحدات التكييف والتبريد، تقديم طلب تسجيلها لدى قسم إدارة المواد الكيميائية الخطرة بإدارة الرقابة وحماية البيئة مع مراعاة الحد الأدنى من المتطلبات المنصوص عليها في القرار الوزاري رقم 1 لسنة 2020 بشأن بإدارة وسائط التبريد وحدات التبريد ووحدات التكييف.
Commitment to providing SCE with accurate and correct data in official documents for all licensing and permit applications etc., including the import, clearance and trading of chemicals and products, refrigerants, and refrigeration and air conditioning units.	الالتزام بتزويد المجلس بالبيانات الدقيقة والصحيحة والمثبتة بالمستندات الرسمية لجميع طلبات الترخيص والتصريح لكل ما يتطلب ذلك ومنها الاستيراد والافساح والتداول للمواد والمنتجات الكيميائية، ووسائط التبريد، ووحدات التبريد والتكييف.
Commitment to install fire detection systems and fire extinguishing equipment in working facilities.	الالتزام بتوفير أجهزة كشف الحرائق، وتوفير معدات الإطفاء في منشئات العمل.
Commitment to clean the facility and dispose of waste on daily basis.	الالتزام بتنظيف المنشأة والتخلص من المخلفات بشكل يومي.
When a complaint is received by residents or nearby users of the area of the facility, the executive body of the Supreme Council for the Environment has the right to take appropriate action, including stopping the activity.	عند ورود أي شكاوى من قبل قاطني أو مستخدمي المنطقة القريبة من المنشأة، يحق للجهاز التنفيذي للمجلس الأعلى للبيئة اتخاذ الاجراء المناسب بما فيه إيقاف النشاط.
In case of non-response, the licensee bears all administrative and legal responsibilities.	في حالة عدم الاستجابة يتحمل صاحب الترخيص كافة المسئوليات الإدارية والقانونية.
